Job Title: Buyer
Department: Base Operations & Maintenance
Job Summary:
The Buyer will be responsible for identifying suppliers, researching goods and services, processing purchase orders, and verifying delivered items. To be successful as a purchasing agent you should be able to critically assess suppliers, products, and services, and negotiate the best possible deals. Ultimately, an outstanding purchasing agent has a keen sense of business and maintains meticulous transaction records.

Duties/Responsibilities:
Purchases a broad, highly mixed and/or technical category of parts, materials, equipment, and supplies, which may involve contract negotiations, material deviation, and other complex considerations
Maintains procurement records, including bid documents, titles, and maintenance records
Initiates and coordinates discussions or meetings between suppliers and departments to resolve procurement-related problems
Analyzes pricing, production, and inventory trends to assure competent supply sources and economical procurement, conducts market surveys to identify new sources of supply
Develop and maintain effective working relationships with salespersons, vendors, and customers
Evaluate and negotiate with potential suppliers based on their product quality, cost, delivery times, payment terms and customer service
Tracks availability and quality of subcontracted work, including material supply, scheduling, and scrap
Reconciles receiving transactions for correct product and quantity. Communicates discrepancies to vendor, seeks resolution favorable to the company, and mitigates future discrepancy
Performs disposition of defective material and arranges refund or credit
Required Skills/Abilities:
Proficient written and oral communication skills according to skill requirements
Possess strong computer skills, able to read, write, and comprehend written instructional documents
Ability to function well in a high-paced and at times stressful environment
Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals
Ability to compute rate, ratio, and percent and to draw and interpret bar graphs
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume
Ability to apply concepts of introductory algebra and geometry
Proficient Microsoft Office productivity suite
Education and Experience:
High school diploma or equivalent
At least two years of related experience required
Certificate of Supply Chain of Procurement from Association for Supply Chain Management preferred
Physical Requirements:
Prolonged periods of sitting at a desk and working on a computer
Occasional periods of prolonged exposure to loud noises
Ability to lift up to 25 pounds at times
Ability to stand, walk, and reach with arms and hands as necessary
Ability to hear and see to position and safety requirement levels
Occasional exposure to elements such as heat, cold, noise, dust, dirt, and chemicals
Special Qualifications/Requirements:
Must be able to successfully pass as required a federal, state, or local government's background investigation
NOTE: Sub-contracts experience is desirable and government contracts knowledge is a plus.
